Tutustu koosteeseen ympäristöministeriön rahoittamasta pilottihankkeesta, jonka tavoitteena oli tukea kuntien rakennusvalvontaa uuden rakentamislain toimeenpanossa. Hankkeen aikana on kehitetty ja jaettu parhaita käytäntöjä, joilla pyritään varmistamaan lain yhdenmukainen soveltaminen. Keskeisinä teemoina ovat olleet uusien rakennusjärjestysten sisältöjen linjaaminen ja lupakynnysten periaatteiden avaaminen. Vuoden 2026 loppuun mennessä kaikissa kunnissa on oltava voimassa uuden rakentamislain mukainen rakennusjärjestys.
Raportti esittelee Etelä-Pohjanmaan ELY-keskuksen toimialueen kuntien kanssa tehdyn yhteistyön tuloksia ja johtopäätöksiä tai nostaa esiin vielä avoimeksi jääneitä teemoja. Tavoitteena on ollut myös tuoda pohjatietoa viranomaistoiminnalle ja yhtenäisille rakennuslupakäytännöille koko maassa.
Raportin sisältö on laadittu vuoden 2025 johtavien asiantuntijoiden juridisten valmennusten pohjalta. Valmentajana toimi varatuomari Lauri Jääskeläinen koko projektin ajan. Raportti on tarkoitettu alustavaksi avaukseksi rakennusvalvonnoille ja tukemaan viranomaistyötä vuosina 2025–2026.
